Consortium Overview
About the Concession A25 S.E.C. Consortium On June 9, 2007, the Quebec government announced the selection of the Concession A25 S.E.C. (“Concession A25”) Consortium as the successful candidate for the Autoroute 25 Completion Project under a public-private partnership agreement. The partnership agreement entered into between the Province and Concession A25 outlines the terms of the 35-year concession to design, build, finance, operate and maintain the proposed extension of Autoroute 25 in the Montreal metropolitan area.
On September 24, 2007 the signature of the partnership agreement
was
officially announced.

Macquarie Infrastructure Partners will be the sole source of equity for the Autoroute A25 Completion Project. In addition to this, MIP will be responsible for project management, financial management, as well as the management of operations, maintenance and repairs over the term of the Partnership Agreement. The majority of MIP’s investors are North American institutions such as public pension funds, corporate pension funds, insurance companies, endowments & foundations and Taft-Hartley (Union) funds. Canadian investors include a number of well-known pension funds, as well as other long-term institutional investors, primarily managing public, labour union and employee funds. In addition to its committed investment in the A25 Completion Project, MIP currently has nine other infrastructure investments which include a majority stake in Aquarion Company, a regulated New England water utility, a minority stake in Duquesne Light, a regulated electric utility in Pittsburgh, two Canadian port terminals, a stake in U.S. wireless tower operator Global Tower Partners as well as interests in four toll roads in the United States. Through the various funds managed by Macquarie on behalf of investors Macquarie manages more than $51 billion in equity invested in infrastructure assets around the world. Through its extensive worldwide experience, Macquarie is recognized as an international leader in toll road management. Macquarie manages investments in 35 toll roads, in 10 countries. These toll roads total some 4,600 km and are used by an average of 2.2 million vehicles per day.
A leader in transportation infrastructure, particularly in Quebec Major Project in Quebec: hydro-electric and mining sectors Among the many important projects to its credit, the hydro-electric generating station at Grand-Mère, as well as those located at Laforge, LG-4 and LG-1, are among those that are most noteworthy. At James Bay, Kiewit also built the LG-4 and the Eastmain dam, as well as the Duncan dike. In the mining sector, Kiewit participated in the Raglan nickel mine in Northern Quebec. The Quebec employees’ experience was a key asset in the Boisbriand team’s successful construction of the nickel mines of Voisey’s Bay, Newfoundland, and diamond mines in Diavik, Northwest Territories. Kiewit’s Eastern Canada head office team built the Hibernia offshore oil-drilling platform. The team also completed a number of projects such as roadwork, hydro-electric installations and maritime port facilities in all provinces east of Manitoba. Autoroute 25 For the extension of Autoroute 25, Kiewit will partner with Parsons to oversee the firms that will design and build the various components required to complete the project. Kiewit’s design and construction activities are ISO 9001-certified and its activities related to the protection of the environment during the construction phase of the project are ISO 14001-certified. Kiewit is among the first construction companies in Quebec to receive an ISO 14001 certification.
Construction Kiewit Cie is a wholly-owned subsidiary of the Kiewit
Construction Group (Kiewit). Founded in 1884 in Omaha, Nebraska, Kiewit is
among the largest construction and engineering firms in North America.
Kiewit employs some 16,000 people and has annual sales in excess of $5
billion.
GENIVAR is one of the largest service providers to Transport Quebec. It supplies engineering expertise and project supervision services. A significant portion of the company’s personnel has client-side experience and an acknowledged depth of experience in transportation, from the planning stages to the completion of projects. The GENIVAR transportation sector team brings to the Concession A25 S.E.C. project a solid expertise in design and project supervision, as well as in-depth knowledge of Transport Quebec’s methods, norms and standards– a bonus for a project like the Autoroute 25. The company integrates sustainable development practices into its projects, namely as they relate to the environment, as well as to the human and socio-economic impact of transportation. This includes proposed routes, landscaping and the impact on adjoining neighborhoods. Over the years, GENIVAR has completed a number of major projects, including the reconstruction of Autoroute 40 (20 km in both East and West directions), a project that was cited for distinction by the Quebec Consulting Engineers Association in 2004. GENIVAR also partnered with Transport Quebec for the repair of the Île-aux-Tourtes bridge (A40). Its mandate was supervision of the work. Recently, the company completed the expansion of the Palais des Congrès in Montreal, for which it received an award from the Canadian Design-Build Institute for the design/construction of the project.
In Quebec, Miller is represented through its subsidiary, Talon Sebeq. Talon Sebeq’s role is to market, develop and adapt to the Quebec context, both, recycling techniques and the stabilization of deteriorating road surfaces. Talon Sebeq’s expertise also includes surface treatment and microsurfacing techniques. These are preventative maintenance approaches to extend the useful life of existing road surfaces. Talon Sebeq employs 50 people in Quebec.
Established 1970, the McAsphalt Industries division develops, produces,
markets and distributes asphalt products, technology and related services.
A recognized leader in the industry, McAsphalt operates 21 centres in
Canada, including one in Valleyfield, Quebec.
Demix Construction, its business unit, is also a leader in transportation infrastructure construction and repair in the Montreal area. Ciment St-Laurent employs more than 1,000 people across Quebec, and is active in Ontario and Eastern United States. The company is a subsidiary of Holcim, which employs more than 45,000 people in 77 countries.
TransCore has operations around the world, providing transportation related services in 46 countries. Globally, TransCore operates 22 customer service centres and employs 170 people in Quebec. TransCore’s success is due in part to it policy of hiring and training locally, as well as providing long-term employment opportunities. Canada represents an important growth market for TransCore, since the country requires two key activities that are the cornerstone of the company– toll collection and data management. Recently, the Halifax-Dartmouth Bridge Commission in Nova Scotia selected TransCore to improve its 24-lane toll collection system, as well as improve the building that houses the Angus L. Macdonald and A. Murray Mackay central computer sub-systems.
